We have had so little rain we have had water restrictions for years in Victoria.

Gosh, that must make life hard Daphne, I suppose you get used to it yet water is for life ... next time it rains I'll be grateful, think of you and others.

Many people have that sort of garden Shimms they have to use "grey water" left after laundry or baths, some have water tanks but many sneak out in the middle of the night and hose illegally.
We have a neighbour who does this regularly, the laws are not policed, as with most laws in Australia the law applies to those who want to obey it the rest do as they like and get away with it.
Having lived in country areas with no electricity or water on tap it doesn't bother me.

I have a great-auntie who has never had hot water, still going and robust bless her. Tis how she grew up too. :))

See the same here sometimes with people washing their cars using hoses or again, watering their gardens. I find that if you don't water the plants, many (not hanging baskets) will somehow find their own water. I have palms and more ...
