He's one of many gunners with the Royal Garrison Artillery.
Perhaps he's in this photo - although none of the people mentioned in the article are listed with him in 1901: https://upload.wikimedia.org/wikipedia/en/6/6f/Navy_and_Army_illustrated_1901-07-13.jpg Captain Bray , in the article, was stationed at Sheerness at the time of the census. If the photo was taken at Redoubt Fort, it must have been taken between 1st April and 25th June 1901.
