Joseph Priestley discovered oxygen died 1804, sounded good yet can't be or at least I don't think so.

You're right - although there's some debate about whether it was Priestley. I know this from a recent pub quiz! I've also been looking this up, and I can't find any connection to 1819 or 1890 either.

Maybe we're barking up the wrong tree, do you think?

Clues needed indeed! The year could be anything from 1890 to 1899!
the First Duke of Orange, Duke of Ormond ... in America was ... etc!
