Since when have you needed a licence to use the internet?
I think that is incorrect.
The PRS rules have been in place for many years - and so they should be. If you invented something would you be quite happy for everyone to use it for free? Certainly not! It is exactly the same with music and intellectual property - if someone writes a piece of music then why shouldn't they be paid for it? For example, for years pubs etc have had to have a licence - you will often see the PRS poster/sticker.

errol that isnt what i meant..what i meant was...to come on sites that advertise or watch programmes via yr p.c an internt you are supposed to have a t,v licence

Sorry - I see what you mean.

Basically, the law says that anyone who uses a device to receive TV signals (this includes a TV card in a computer if you have one, a video/DVD/hard drive recorder and set top boxes) must obtain a licence.

However, as far as computers are concerned, this only applies to live broadcasts or if you are using your computer to watch programmes at the same time as they are being broadcast to normal television.

And you can legally watch downloadable clips and archived programmes without purchasing a licence.

Also, the law over licences and computers only applies if you are watching content from a television station which is broadcasting from with the UK.

I used to run the family video shop and we had to have a licence to watch films in the shop and to play music, cant remember how much it cost us.

Mind when ya think of it you have to have a licence now if you want to make a video of your wedding due to the music played at it.
