Neighbour's dog

Return all poo the their doorstep,
Its not the dogs fault, its the people that own them!

Is it acceptable for a neighbour's dog to come into your garden and

1) pee on your car wheels & shrubs

2) poo on your lawn

3) bark and howl at you if you dare to go in your garden when he's visiting

4) bound down your garden & scare the life out of your visiting 2 year old granddaughter??

If the answer is no, what would you do about it? Neighbour has been spoken to, council & police have been informed (dog roams the road outside) & nothing has changed.

Any advice welcome.
