There doesn't seem to be an obvious marriage for him. Then again the man could have married anywhere, if he did indeed marry.

I think he married, there are numerous possibilities on free bmd

His parents married in Brampton, Cumberland

You will need to investigate the possibilities, which would mean investing in certs to find out the name of the father on each one

The location of his parents' marriage is irrelevant

the sister was Annie, not Anne

As far I can see, you haven't yet done so

Have you looked in search all member trees for others who may be researching the various Steels about whom you have been enquiring

I did check a tree on ancestry and he was on there. Thomas was married, but it didn't have any details of names
